California Home Visiting Program.

Existing law establishes the State Department of Public Health, which is responsible for various programs relating to the health and safety of people in the state. Existing law requires the department, to the extent resources are available, to maintain a program of maternal and child health that includes the provision of educational, preventative, diagnostic, and treatment services, including medical care, hospitalization and other institutional care and aftercare, appliances and facilitating services directed toward reducing infant mortality, and improving the health of mothers and children. This bill would establish within the Health and Safety Code the California Home Visiting Program, a voluntary maternal, infant, and early childhood program originally created administratively, under which the State Department of Public Health provides funds to local health departments to support pregnant people and parents with young children who live in communities that face greater risks and barriers to achieving positive maternal and child health outcomes, as provided.
