School safety plans.

Existing law provides that school districts and county offices of education are responsible for the overall development of a comprehensive school safety plan for each of its schools, as provided. Existing law requires the schoolsite council of a school, except as provided for a small school district, to write and develop the comprehensive school safety plan relevant to the needs and resources of that particular school. Existing law requires this comprehensive school safety plan to include specified information. This bill would additionally require the comprehensive school safety plan to identify any areas of the school property that could be easily accessed by members of the public, as specified. By expanding the responsibility of local educational agencies with respect to the development of a comprehensive school safety plan, the bill would impose a state-mandated local program. The bill would also make nonsubstantive changes. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
