Foster parents: retention, recruitment, and support.

Existing law requires counties to use any state funding allocated to them for the purpose of recruiting, retaining, and supporting foster parents, relative caregivers, and resource families to increase the capacity and use of home-based family care and the provision of services and supports to those caregivers. Existing law specifies the allowable expenditures of those funds, which includes, among other things, childcare for licensed foster parents, approved resource families, and relative caregivers. Existing law requires the State Department of Social Services to provide available funding to counties that request funding and submit a spending plan that is approved by the department. Existing law requires the spending plan to include, among other things, a description of the strategy or strategies the county proposes to pursue to address specified goals of the county. This bill would make technical, nonsubstantive changes to those provisions.
