Local control funding formula: base grants: adjustment: class size reduction.
Summary
Existing law establishes a public school financing system that requires state funding for school districts and charter schools to be calculated pursuant to a local control funding formula, as specified. Existing law requires funding pursuant to the local control funding formula to include, in addition to a grade span adjusted base grant, a 10.4% adjustment to the kindergarten and grades 1 to 3, inclusive, base grant for school districts that maintain, or make progress toward, as specified, an average class enrollment of not more than 24 pupils for each schoolsite. This bill would require, commencing with the 2022–23 school year, for a school district or charter school that maintains, as specified, an average class enrollment of not more than 20 pupils for each schoolsite for kindergarten and grades 1 to 3, inclusive, an adjustment of 32.5%, instead of 10.4%, to the kindergarten and grades 1 to 3, inclusive, base grant, as provided. This bill would make the implementation of its provisions contingent upon an appropriation by the Legislature in the annual Budget Act or another statute.
