Department of Motor Vehicles: unserved or underserved populations: report.

Existing law establishes the Department of Motor Vehicles and sets forth the powers and duties of the department, including establishing contracts for electronic programs that allow qualified private industry partners to join the department in providing services in order to continue improving the quality of products and services it provides to its customers. This bill would, on or before January 1, 2024, require the department to submit a report to the Legislature that includes specified information, including identified unserved or underserved populations of Californians that currently receive services from the department at lower than average rates, including communities with members who primarily speak languages other than English, and Californians experiencing homelessness, and strategies and procedures on how to effectively outreach and provide services to these targeted communities, including procedures on how to coordinate with community groups, local entities, and other entities to serve these populations. The bill would, on or before June 1, 2024, require the department to implement the procedures specified in the report to solicit and respond to outreach requests from community groups, local entities, and other entities. The bill would require the department to submit a report to the Legislature, on or before January 1, 2026, that includes specified information on the department's outreach efforts.
