Developmental services: service outcome pilot project.

Summary
Existing law, the Lanterman Developmental Disabilities Services Act, requires the State Department of Developmental Services to contract with regional centers to provide services and supports to individuals with developmental disabilities and their families. This bill would require the department, on or before July 1, 2023, to establish a pilot project to develop metrics and methods of data collection to evaluate the outcomes of services authorized by regional centers and provided through a provider to consumers. The bill would require the department to, among other things, select at least 3 regional centers to participate in the pilot project, identify up to 4 types of services for which metrics and methods of data collection will be developed, and develop metrics and methods of data collection that evaluate specified indicators related to the provision of services. The bill would require regional centers that participate in the pilot project to permit its service delivery system to be used to test the metrics and methods of data collection developed by the department and to ensure that regional center employees and service providers take specified actions. The bill would authorize the department to contract for services to implement the pilot project and would exempt those contracts from the Public Contract Code and review by the Department of General Services. The bill would authorize the department to implement the pilot project by means of program directives or similar instruction. The bill would repeal these provisions on January 1, 2027.
