Office of Emergency Services: written threat assessment and federal homeland security grant program report.
Summary
Existing law, the California Emergency Services Act, establishes the Office of Emergency Services (OES) within the office of the Governor, and sets forth its powers and duties relating to addressing natural, technological, or manmade disasters and emergencies, including responsibility for activities necessary to prevent, respond to, recover from, and mitigate the effects of emergencies and disasters to people and property. This bill would require OES to deliver, by January 15, 2022, and annually thereafter, a written threat assessment and a state's federal homeland security grant program report, as described, to specified committees of the Legislature. This bill would declare that it is to take effect immediately as an urgency statute.
