Electricity: transmission facilities: inspection.

Under existing law, the Public Utilities Commission has regulatory jurisdiction over public utilities, including electrical corporations. Existing law requires the commission if it finds, after a hearing, that rules, practices, equipment, appliances, facilities, or service of any public utility, or the methods of manufacture, distribution, transmission, storage, or supply employed by it, are unjust, unreasonable, unsafe, improper, inadequate, or insufficient to fix the rules, practices, equipment, appliances, facilities, service, or methods to be observed, furnished, constructed, enforced, or employed. Under its existing regulatory authority, the commission has adopted a general order, which, among other things, establish a schedule of inspection by electrical corporations of their distribution facilities. This bill would require the commission to adopt a new, or amend an existing, general order to establish a schedule of inspection by electrical corporations of their transmission facilities. Under existing law, a violation of an order of the commission would be a crime. Because a violation of the general order establishing a schedule of inspection of transmission facilities would be a crime, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
