Metropolitan Transportation Commission.

The Metropolitan Transportation Commission Act creates the Metropolitan Transportation Commission as a local area planning agency to provide comprehensive regional transportation planning for the region comprised of the 9 San Francisco Bay area counties. The act requires the commission to continue to actively, on behalf of the entire region, seek to assist in the development of adequate funding sources to develop, construct, and support transportation projects that it determines are essential. This bill would also require the commission to determine that those transportation projects are a priority for the region. The act authorizes each county in the region, together with cities and transit operators within the county, to develop or update a transportation plan for the county and the cities within the county every 2 years. The act requires the commission to develop guidelines to be used in the preparation of county transportation plans and to adopt revised guidelines by January 1, 1995. This bill would require the commission to adopt revised guidelines by January 1, 2021, and every 4 years thereafter. By requiring the commission to perform additional duties, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
