SB 1451 California Senate · 2019-2020 Regular Session

Energy: resource adequacy requirements: objective.

Summary
Under existing law, the Public Utilities Commission has regulatory authority over public utilities, including electrical corporations. Existing law requires the commission, in consultation with the Independent System Operator, to establish resource adequacy requirements for electrical corporations, community choice aggregators, and electric service providers. Existing law requires that the resource adequacy program achieve specified objectives, including that it facilitate the development of new generating, nongenerating, and hybrid capacity and the retention of existing generating, nongenerating, and hybrid capacity that is economic and needed. This bill would require that the resource adequacy program also optimally integrate renewable energy resources in a cost-effective manner.
