Junk dealers and recyclers: nonferrous material: payment by general use prepaid cards.

Existing law generally prohibits a junk dealer or recycler from providing payment for nonferrous material unless the payment is made by cash or check and specified other requirements are met, including that the check is mailed or the cash or check is provided no earlier than 3 days after the date of sale. This bill would authorize a junk dealer or recycler to also pay for nonferrous material by general use prepaid card in accordance with specified requirements. This bill would also make nonsubstantive changes. This bill would declare that it is to take effect immediately as an urgency statute.
