Summary
(1) Existing law, upon appropriation by the Legislature, requires 100 additional new judges to be provided for and allocated to the various county superior courts pursuant to an appointment schedule that has a total number of 48 judges yet to be allocated. This bill would specify that a certain item in the Budget Act of 2019 allocates 25 of the 48 judgeships effective in the 2019–20 fiscal year, thereby reducing the total number of judgeships yet to be allocated to 23. (2) Existing law authorizes a trial court to carry over unexpended funds in an amount not to exceed 1% of the court's operating budget from the prior fiscal year, and excludes specified revenue from the calculation of that percentage. This bill would conclude a trial court's authority to carry over 1% of unexpended funds on June 30, 2019. The bill, commencing June 30, 2020, would authorize a trial court to carry over unexpended funds in an amount not to exceed 3% of the court's operating budget from the prior year, excluding the same specified revenue from the calculation of that percentage as previously authorized. (3) This bill would appropriate $5,514,000 from the General Fund to the Judicial Council to provide funding to implement technology solutions related to business intelligence and data analytics. The bill would make this amount available for encumbrance or expenditure until June 30, 2021. (4) This bill would declare that it is to take effect immediately as a bill providing for appropriations related to the Budget Bill.
