Education finance: apportionments.

(1) Existing law requires the Controller to draw warrants on the State Treasury throughout each year in specified amounts for purposes of apportioning funding to school districts, county offices of education, and charter schools. This bill, commencing with the 2019–20 fiscal year, would require the warrants scheduled to be drawn in June to instead be drawn in July of the same calendar year. (2) Existing law establishes a public school financing system that requires state funding for county superintendents of schools, school districts, and charter schools to be calculated pursuant to a local control funding formula, as specified. This bill would appropriate $406,664,000 for the 2019–20 fiscal year from the General Fund to the State School Fund for allocation by the Superintendent to school districts and charter schools pursuant to the local control funding formula. (3) Existing law establishes community college districts throughout the state, authorizes the districts to provide instruction at the community college campuses they operate and maintain, and provides apportionments of state funds to the districts. Existing law requires the Board of Governors of the California Community Colleges to adopt regulations providing for the payment of apportionments to districts on a specified schedule. This bill would defer the scheduled payment of $330,128,000 in May and June of the 2019–20 fiscal year to July of the 2020–21 fiscal year, and would appropriate that amount to the board of governors in the 2020–21 fiscal year for apportionment to community college districts. (4)  The Budget Act of 2019 made appropriations for the support of state government for the 2019–20 fiscal year. This bill would amend the Budget Act of 2019 by amending one item of appropriation to increase an appropriation for local assistance to the Board of Governors of the California Community Colleges, as provided. (5) Existing law appropriates specified moneys to the State Department of Education in the 2017–18 fiscal year for purposes of adult education classes for adults in correctional facilities and special education. This bill would make those moneys available for encumbrance until July 31, 2020. By extending the period of time during which an existing appropriation may be encumbered, the bill would make an appropriation. (6) Funds appropriated by this bill would be applied toward the minimum funding requirements for school districts and community college districts imposed by Section 8 of Article XVI of the California Constitution. (7) This bill would declare that it is to take effect immediately as a bill providing for appropriations related to the Budget Bill.
