Business licensing: fees: exemptions: veterans.

Existing law provides that every person who is honorably discharged or honorably relieved from the military, naval, or air service of the United States and is a resident of this state is entitled to obtain a license to distribute circulars and sell any goods, except alcohol, without payment of any state or local business license fees. This bill would also exempt a veteran who is honorably discharged or honorably relieved from the Armed Forces of the United States and is a resident of this state from paying any local business license fees for a business that sells or provides services if the veteran is the sole proprietor of the business. This bill would include findings that the changes proposed by this bill address a matter of statewide concern rather than a municipal affair and, therefore, apply to all cities, including charter cities.
