State Energy Resources Conservation and Development Commission: energy industry assessment and forecast: energy efficiency building grades.

Existing law requires the State Energy Resources Conservation and Development Commission, at least every 2 years, to conduct assessments and forecasts of all aspects of energy industry supply, production, transportation, delivery and distribution, demand, and prices. Existing law requires the commission to use these assessments and forecasts to develop and evaluate energy policies and programs that conserve resources, protect the environment, ensure energy reliability, enhance the state's economy, and protect public health and safety. This bill would require the commission, on or before January 1, 2024, to also use these assessments and forecasts to create energy efficiency grades, based on the federal Environmental Protection Agency's ENERGY STAR Portfolio Manager, for buildings with more than 50,000 square feet of gross floor area. The bill would require that the energy efficiency grade received by a building be displayed in a conspicuous location near each public entrance to the building.
