School safety plans: active shooter plans.
Summary
Existing law requires school districts and county offices of education to be responsible for the overall development of comprehensive school safety plans for its schools operating kindergarten or any of grades 1 to 12, inclusive. Existing law requires the school safety plan to include, among other things, procedures for conducting tactical responses to criminal incidents. This bill would require school districts and county offices of education to also include an active shooter plan in comprehensive school safety plans. As part of an active shooter plan, the bill would require the school to hold active shooter drills at least 4 times per school year and to inform parents or guardians of pupils of the active shooter plan, as specified. By imposing new duties on school districts and county offices of education, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
