AB 2924 California Assembly · 2019-2020 Regular Session

Home energy rating service providers: data: compliance document repository.

Summary
Existing law requires the State Energy Resources Conservation and Development Commission to serve as a central repository for the collection, storage, retrieval, and dissemination of data and information on all forms of energy supply, demand, conservation, public safety, research, and related subjects. Existing law requires the commission to adopt a statewide home energy rating program for residential dwellings. Under existing law, the commission adopted regulations that require home energy rating system providers to record and maintain for a period of 10 years all data collected for a rating, as provided, and require the provider, upon request by the commission, to submit the data to the commission and provide the commission ongoing access to the database. This bill would require the commission to establish a compliance document repository and would require home energy rating system providers to transmit all the data required to be recorded and maintained to the repository. The bill would require the commission to make information in the repository available to the public only in aggregate form and would prohibit the disclosure of personally identifiable information.
