Carl Moyer Memorial Air Quality Standards Attainment Program: heavy-duty off-road equipment.

Summary
Existing law establishes the Carl Moyer Memorial Air Quality Standards Attainment Program, which is administered by the State Air Resources Board. The program authorizes the state board to provide grants to offset the incremental cost of eligible projects that reduce emissions from covered vehicular sources. The state board is required to establish and update grant criteria and guidelines for covered vehicle projects. The program deems an off-road project that involves farm equipment to have a minimum project life of at least 10 years, as specified. This bill would additionally authorize as an eligible project under the program equipment powered by a diesel engine certified to the cleanest available emission level to replace the baseline equipment for a heavy-duty off-road equipment replacement project that involves farm equipment and the baseline equipment is powered by an uncontrolled gasoline engine, as specified.
