Summary
The Joint Exercise of Powers Act authorizes 2 or more public agencies to enter into an agreement to jointly exercise any power common to the contracting parties. Existing law establishes various programs to provide assistance to homeless persons. This bill would require the County of Los Angeles to establish the Los Angeles Homeless Services Authority Oversight Committee, as specified, to release annual public reports, commencing January 1, 2021, through January 1, 2026, detailing the financial allocations for homeless services by the Los Angeles Homeless Services Authority, a joint powers authority within the County of Los Angeles. By increasing the duties of local officials, this bill would establish a state-mandated local program. This bill would make legislative findings and declarations as to the necessity of a special statute for the County of Los Angeles. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
