County of San Diego Citizens Redistricting Commission.

Existing law establishes the Independent Redistricting Commission in the County of San Diego, which consists of 5 members and 2 alternate members who are selected randomly, as prescribed. Existing law requires the commission to adjust the boundaries of the county's supervisorial districts and to adopt a redistricting plan, as specified. This bill would increase the membership of the commission to 14 members and no alternates, and it would revise the process for their selection, as specified. The bill would impose restrictions to eliminate conflicts-of-interest on the part of commissioners and would require increased public involvement in the redistricting process. By increasing the duties on local officials, the bill would impose a state-mandated local program. This bill would make legislative findings and declarations as to the necessity of a special statute for the County of San Diego. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
