Substance abuse treatment funding.
Summary
Existing law, pursuant to Proposition 36, an initiative statute approved by the voters at the November 7, 2000, statewide general election, creates the Substance Abuse Treatment Trust Fund and requires moneys in the fund to be distributed annually through the State Department of Health Care Services to counties to cover the costs of placing persons in and providing drug treatment programs, vocational training, family counseling, and literacy training, as specified. Existing law requires the department to withhold from a county's allocation the amount of funds previously allocated to the county from the fund that are projected to remain unencumbered, as specified. This bill would make technical, nonsubstantive changes to those provisions.
