Public works: independent contractors.

Existing law defines "public works," for purposes of regulating public works contracts, as, among other things, construction, alteration, demolition, installation, or repair work that is performed under contract and paid for in whole or in part out of public funds. Existing law requires that not less than the general prevailing rate of per diem wages for work of similar character in the locality in which the public work is performed be paid to all workers employed on public works, as specified. This bill would declare the intent of the Legislature to enact legislation that would prohibit the use of independent contractors on public works projects.
