District agricultural associations: authorized activities.

Summary
Existing law provides for the establishment of district agricultural associations and authorizes a district agricultural association to engage in various activities, including the lease of its real property to any person or public body for any purpose, subject to specified approvals, as well as the use or management of any of its property jointly or in connection with any lessee or sublessee for any purpose approved by the board of directors of the district agricultural association. This bill would expand this authority to include the operation of its property jointly or in connection with any lessee or sublessee for any purpose approved by the board. The bill would also include within the purposes for the lease of its real property the construction and maintenance of housing affordable to persons and families of low or moderate income, as defined, pursuant to a lease of not more than 55 years. This bill would incorporate additional changes to Section 4051 of the Food and Agricultural Code proposed by AB 1131 to be operative only if this bill and AB 1131 are enacted and this bill is enacted last.
