Mail theft.

Existing law makes mail theft, as defined, a public offense punishable by a fine, by imprisonment in a county jail not to exceed one year, or by both a fine and imprisonment. This bill would make that crime punishable by a fine, by imprisonment in a county jail not to exceed one year, or by both a fine and imprisonment, or by a term of imprisonment in a county jail for 16 months, or 2 or 3 years, as specified. By increasing the penalty for an existing crime, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
