University admissions: public postsecondary education.
Summary
Existing law establishes the California State University, under the administration of the Trustees of the California State University, and the University of California, under the administration of the Regents of the University of California, as 2 of the segments of public postsecondary education in this state. The California State University comprises 23 institutions, and the University of California comprises 10 institutions. This bill would prohibit nonresidents, as defined, from constituting more than 3% of the students enrolled at any campus of the California State University in any academic year. The bill would also require the regents, as a condition for receiving state funds for support of the University of California pursuant to the annual Budget Act or another statute, to ensure that no more than 10% of the students enrolled at any campus of the University of California be nonresidents, as defined.
