Water quality: funding for planning, environmental, and design documents: Salton Sea.

Under existing law, the State Water Resources Control Board and the California regional water quality control boards prescribe waste discharge requirements in accordance with the federal Clean Water Act and the Porter-Cologne Water Quality Control Act, referred to as the state act. The state act imposes various penalties for a violation of its requirements. The state act requires specified penalties be deposited into the Waste Discharge Permit Fund and separately accounted. The state act requires moneys in the fund, upon appropriation by the Legislature, to be expended by the state board for the purposes of the act. This bill would appropriate $1,400,000 from the fund to the state board to provide grants and enter into contracts for the development of planning, environmental, and design documents in furtherance of projects to eliminate public health and safety risks from drainage of wastewater, agricultural runoff, and runoff from urbanized areas into tributaries of the Salton Sea.
