Summary

The Administrative Procedure Act governs the procedure for the adoption, amendment, or repeal of regulations by state agencies and for the review of those regulatory actions by the Office of Administrative Law. This bill, whenever 25% of the Members of the Assembly or Senate transmit to the Governor their written declaration of opposition to a proposed regulation, would require a majority vote of the Assembly and Senate to adopt that regulation.
