Vehicles: parking: motorcycles.

Existing law establishes requirements regarding the parking of motor vehicles. Existing law authorizes a local authority, by ordinance or resolution, to establish parking requirements for motor vehicles within the local authority's jurisdiction. Existing law, except as otherwise specified, makes it unlawful and constitutes an infraction for any person to violate, or fail to comply with any provision of the Vehicle Code, or any local ordinance adopted pursuant to the Vehicle Code. This bill would prohibit an owner or operator of a public or private offstreet parking facility from prohibiting motorcycles from using the facility. The bill would also prohibit a local authority from prohibiting a motorcycle from parking at a location at which other motor vehicles are authorized to park. Because a violation of this provision is a crime, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
