Public postsecondary education: tuition and mandatory systemwide fees.

Summary
Existing law establishes the California State University, under the administration of the Trustees of the California State University, and the University of California, under the administration of the Regents of the University of California, as 2 of the segments of public postsecondary education in this state. This bill would prohibit the trustees, and request the regents to refrain, from increasing the mandatory systemwide fees charged to resident undergraduate students by a specified amount in an academic year in which funds are appropriated in the annual Budget Act to the applicable institution for purposes of enrollment growth and a cost-of-living adjustment, as specified.
