State buildings: efficiency.

Existing law requires the Department of General Services, in consultation with other state entities, to develop a plan to exploit cost-effective energy efficiency measures in state facilities. Existing law requires the department to update the plan biennially, coordinate implementation efforts, and make recommendations to the Governor and the Legislature to achieve energy goals for state facilities. Existing law requires the department to make these recommendations no later than March 1, 2009, and biennially thereafter. Existing law also requires the department to report on projects under its jurisdiction, as specified. This bill would instead require the California Energy Resources Conservation and Development Commission to develop a plan to exploit cost-effective energy efficiency and water conservation measures in state facilities. This bill would require the department to coordinate plan implementation efforts, and to submit recommendations on energy efficiency and water conservation goals to the Governor and the Legislature. This bill would require the department, in consultation with the commission, to make these recommendations no later than January 1, 2013.
