Utility rates: costs and rate increases.

Existing law requires the Public Utilities Commission to prepare and submit a written report to the Governor and Legislature that contains the commission's recommendations for actions that can be undertaken to limit utility costs and rate increases, as provided. This bill would declare the intent of the Legislature to enact legislation that would require the Public Utilities Commission to implement these recommendations.
