Solid waste facilities: waste management plans.
Summary
Existing law prohibits a person from establishing a new solid waste facility or transformation facility or expanding an existing solid waste facility or transformation facility that will result in a significant increase in the amount of solid waste handled at the facility without a certification by the enforcement agency until an integrated waste management plan has been approved by the Department of Resources Recycling and Recovery. This bill would make technical, nonsubstantive changes to these provisions.
