Career technical education and workforce development.

Summary
Existing law establishes the California Workforce Investment Board as the body responsible for assisting the Governor in the development, oversight, and continuous improvement of California's workforce investment system. Existing law also establishes the Labor and Workforce Development Agency, which consists of the Office of the Secretary of Labor and Workforce Development, the Agricultural Labor Relations Board, the California Workforce Investment Board, the Department of Industrial Relations, and the Employment Development Department. This bill would require the Secretary of Labor and Workforce Development, in conjunction with the California Workforce Investment Board, the Office of the Chancellor of the California Community Colleges, the State Department of Education, and the California Postsecondary Education Commission, to develop a strategic plan, required to contain specified elements, for connecting the delivery of education and workforce development. The bill would authorize the Secretary of Labor and Workforce Development to commence the strategic plan only upon a determination by the Director of Finance that sufficient federal funds or private donations are available to the state to fully support the activities required for development of the strategic plan.
