Vehicles: parking: mobile billboard advertising displays.

(1) Existing law authorizes a local authority to regulate mobile billboard advertising displays. Existing law defines "mobile billboard advertising display" to mean an advertising display attached to nonmotorized vehicles for the primary purpose of advertising. This bill would revise the definition of "mobile billboard advertising display." The bill would additionally authorize a local authority, subject to specified exceptions, to regulate advertising signs on motor vehicles parked or left standing upon a public street. (2) This bill would delete an obsolete provision. (3) This bill would incorporate additional changes in Section 22651 of the Vehicle Code proposed by SB 565, to be operative only if SB 565 and this bill are both chaptered and become effective on or before January 1, 2012, and this bill is chaptered last.
