Relative to the Joint Rules of the Senate and Assembly for the 2009-10 Regular Session.

This measure would provide that whenever a bill that would result in net costs for a program specified in the bill is referred or rereferred to the fiscal committee of either house, the bill shall not be heard or acted upon by the committee or either house until the bill either provides for an appropriation or other funding source in an amount that meets or exceeds the net costs.
