Hazardous materials: brownfield cleanup: loan or grant program.

Summary
Existing law authorizes the Department of Toxic Substances Control to provide loans to eligible entities for the purposes of brownfield cleanup. This bill would authorize the department to administer and implement a loan or grant program consistent with federal regulations implementing the Small Business Liability Relief and Brownfields Revitalization Act, using only federal grant funds if available for that purpose.
