Horse racing: safety standards: racing surface.

Summary
Existing law, the Horse Racing Law, generally regulates horse racing and parimutuel wagering on horse races and vests administration and enforcement of the Horse Racing Law in the California Horse Racing Board. Existing law requires the board to establish safety standards governing the uniformity and content of the racing surface. This bill would specify that the board shall establish those safety standards for racing surfaces whether the surface is synthetic or dirt, and for the maintenance of the racing surface.
