Political Reform Act of 1974: independent expenditure reports.

Existing law, the Political Reform Act of 1974, requires a candidate or committee who has made independent expenditures totaling $1,000 or more in a calendar year, as specified, to file an independent expenditure report containing certain information about person to whom an expenditure of $100 or more was made during the period covered by the report and about a person who provided consideration for such an expenditure during that period. This bill would increase the expenditure threshold amount for reporting this information from $100 to $400 and would require the Commission to adjust this amount periodically, as specified, in accordance with any increase in the California Consumer Price Index. The Political Reform Act of 1974, an initiative measure, provides that the Legislature may amend the act to further the act's purposes upon a 23 vote of each house and compliance with specified procedural requirements. This bill would declare that it furthers the purposes of the act.
