State employee compensation.

Existing law requires the Department of Personnel Administration to establish and adjust salary ranges for each class of position in the state civil service, as specified, except with respect to any employees in an appropriate bargaining unit for which an employee organization has been chosen as the exclusive representative. The California Constitution requires the California Citizens Compensation Commission to establish the annual salary and the medical, dental, insurance, and other similar benefits of certain state officers, including, but not limited to, the Governor, Attorney General, and Controller. This bill would require the California Citizens Compensation Commission, in addition to its constitutional duties, to establish the compensation of attorneys employed by the Department of Justice. The bill would require the commission to consider specified factors in establishing that compensation.
