Petitions: signature gathering.

Summary
Existing law specifies requirements for persons circulating petitions and gathering signatures for state and local initiative, referendum, and recall measures to be submitted to the voters. This bill would prohibit contracts for circulating petitions and gathering signatures for those measures that make payment contingent upon the measure qualifying for the ballot.
