S 3731: A bill to restart oil and gas leasing and permitting on Federal land, and for other purposes.

This bill requires the President to immediately resume issuing oil and gas leases on federal lands and offshore submerged lands in the Outer Continental Shelf as specified under the bill. HR 6887: Secure Our Ports Act of 2022

Secure Our Ports Act of 2022 This bill prohibits an owner or operator of a U.S. port from entering into a contract with a Chinese, Russian, North Korean, or Iranian state-owned enterprise for the operation or management of such port. It also prohibits entering into a contract with any foreign entity for which a percentage is owned by one of those countries.

The resolution commends the European Union's decision to sanction 351 Russian legislators who appealed to President Putin to recognize the independence of the DPR and the LPR. Finally, the resolution calls on the Biden administration to sanction members of the State Duma and Federation Council who voted to recognize the independence of the DPR and the LPR, as well as close associates or family members of those officials, pursuant to Executive Orders 13660 and 13661, which authorize sanctions against those who threaten Ukraine's sovereignty and are officials of the Russian Federation.

Protecting the Future of America's Federal Contractors Act This bill prohibits federal agencies from evaluating bids and proposals on the basis of information related to noncompliance with a federal contractor COVID-19 vaccine mandate. Specifically, the agency may not, on the basis of COVID-19 federal contractor vaccine mandate noncompliance information (1) unfavorably evaluate the offeror's past performance, or (2) exclude the offeror from being awarded the contract.

Duty Drawback Clarification Act This bill provides for drawback (refund of certain duties, taxes, and fees) on whiskies imported into the United States when the same or similar products are later exported or destroyed. Further, the bill prohibits a proprietor of a distilled spirits plant from voluntarily destroying distilled spirits as a basis for claiming a drawback.

HR 6765: FUELS Act

Farmers Undertake Environmental Land Stewardship Act or the FUELS Act This bill increases thresholds for requiring a farm to have a plan to address oil spills. Currently, regulations require a farm to have an oil spill control and prevention plan that is certified by a professional engineer if the farm's aboveground oil storage capacity is above a certain threshold or if the farm has a reportable oil discharge history. A farm with lower aboveground storage capacity and no reportable history is either allowed to self-certify its plan or not required to have a plan at all, depending on the farm's storage capacity.     Under the bill, the Environmental Protection Agency must require a farm to have a professionally certified plan if the farm has an aggregate aboveground oil storage capacity of 40,000 gallons or more, whereas the current threshold is 20,000 gallons. The bill also raises the aggregate capacity thresholds at which a farm with no reportable oil discharge history may self-certify its plan or is not required to have a plan. The bill also limits when a farm's aboveground oil storage containers on separate parcels shall count toward the farm's oil storage capacity for the purposes of these thresholds.
