S 4416: Educational Choice for Children Act

Educational Choice for Children Act This bill allows individuals and corporations a new tax credit after 2022 for charitable contributions to tax-exempt organizations that provide scholarships to elementary and secondary school students. Such students must be members of a household with incomes not greater 300% of the area median gross income and be eligible to enroll in a public elementary or secondary school. The bill excludes from the gross income of taxpayer dependents any scholarship amount for the elementary or secondary education expenses of eligible students. It also prohibits governmental control over scholarship granting organizations.

HR 8102: Student Loan Accountability Act

Student Loan Accountability Act This bill generally prohibits the Departments of Education, Justice, or the Treasury from taking any action to cancel or forgive the outstanding balances, or portion of balances, of covered loans. Covered loans refer to Federal Family Education Loans, Federal Direct Loans, Federal Perkins Loans, and loans under the Health Education Assistance Loan Program. The prohibition does not apply to targeted federal student loan forgiveness, cancellation, or repayment programs that are in effect by final regulation on March 12, 2020, and carried out under the Higher Education Act of 1965.

S 4401: FOIA Fix Act

First Opportunity for Information to Americans Act or the FOIA Fix Act This bill bars certain foreign nationals and entities from obtaining U.S. government records under the Freedom of Information Act. The bill specifically prohibits an agency from making records available to specified requesters, including an entity that is a subsidiary of an entity with a principal place of business or headquarters located in China, Russia, North Korea, Iran, Cuba, Syria, or Venezuela. Further, the bill sets penalties for knowingly assisting, conspiring, or abetting a request for information on behalf of an individual or entity that is prohibited from receiving it.

HR 4140: Butcher Block Act

Butcher Block Act This bill authorizes the Department of Agriculture (USDA) to make (or guarantee) loans and award grants for establishing, expanding, and otherwise supporting livestock and poultry processing and related activities. Native Plant Species Pilot Program Act of 2021 This bill establishes a pilot program for native plant species and a study on the cost-effectiveness of using native plant materials to carry out land management activities on federal lands. The National Park Service (NPS) shall establish a pilot program in at least two NPS regions to promote the use of native plant materials. The NPS shall conduct a study to determine the cost-effectiveness of using native plant materials in land management activities on federal lands under the jurisdiction of the NPS or other federal land management agencies.

HR 575: Promoting Cross-border Energy Infrastructure Act

Promoting Cross-b order Energy Infrastructure Act This bill establishes a new process for approving the construction and operation of energy infrastructure across an international border of the United States and replaces the existing process established under specified executive orders. Specifically, this bill requires a person to obtain a certificate of crossing before constructing, connecting, operating, or maintaining a border-crossing facility for the import or export of oil, natural gas, or electricity across an international border. A certificate must be obtained from the Federal Energy Regulatory Commission (FERC) for a facility consisting of oil or natural gas pipelines or the Department of Energy (DOE) for an electric transmission facility. As a condition of issuing a certificate, DOE must require that an electric transmission facility be constructed, connected, operated, or maintained consistent with specified policies and standards. FERC and DOE must meet a deadline for issuing a certificate as set forth by this bill. The bill also requires FERC to meet a deadline for approving applications to import or export natural gas to or from Canada or Mexico.

Military Spouse Hiring Act This bill expands the Work Opportunity Tax Credit (WOTC) to include the hiring of a qualified military spouse. (The WOTC permits employers who hire individuals who are members of a targeted group such as qualified veterans, ex-felons, or long-term unemployment recipients to claim a tax credit equal to a portion of the wages paid to those individuals.) A qualified military spouse is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces.
