Mandatory Materiality Requirement Act of 2022 This bill limits additional disclosure requirements applicable to issuers of securities. Specifically, the Securities and Exchange Commission may only require an additional disclosure if the commission determines that there is a substantial likelihood that a reasonable investor of the issuer would consider the information important with respect to an investment decision.
Tipped Employee Protection Act This bill modifies the definition of a tipped employee under the Fair Labor Standards Act of 1938 to exclude consideration of an employee's duties when determining the combined amount of tips and direct wages an employee receives for the purpose of an employer meeting the minimum wage requirements. Under the bill, an employer may pay a tipped employee the tipped minimum wage for tasks that are not related to tipped work as long as the employee's combined tips and direct wages total at least the $7.25 federal minimum wage. Current Department of Labor rules prohibit an employer from paying the tipped minimum wage for tasks that are not related to tipped work.
Hostage and Wrongful Detainee Day Act of 2022 This bill requests the President to issue an annual proclamation designating Hostage and Wrongful Detainee Day. The bill also designates the Hostage and Wrongful Detainee Flag as a symbol of the commitment of the United States to recognizing citizens held as hostages or wrongfully detained abroad.
Averting the National Threat of Internet Surveillance, Oppressive Censorship and Influence, and Algorithmic Learning by the Chinese Communist Party Act or the ANTI-SOCIAL CCP Act This bill requires the President to impose property-blocking sanctions on TikTok, its parent company ByteDance Ltd., and larger social media companies with ties to certain foreign countries. Specifically, the sanctions shall apply if the relevant property interests are (1) in the United States; or (2) in the possession or control of a U.S. person, if blocking the transaction is necessary to prevent the company's commercial operation in the United States. These sanctions shall also apply to larger social media companies involved with countries or persons (entities or individuals) of concern, generally defined as any foreign government or person engaged in activities adverse to U.S. security and safety and includes specific countries such as China, Russia, and North Korea. For the purposes of this bill, a person of concern also includes private companies and individuals domiciled in a country of concern and subject to the substantial influence of the government. Specifically, in addition to TikTok and ByteDance, the sanctions shall apply to any social media company that is based in or organized under the laws of a country of concern; where a country or person of concern owns 10% of its outstanding voting stock or shares; that uses software or algorithms controlled by a country or person of concern, including through export controls; or where a country or person of concern has substantial influence over the company's data sharing or content moderation practices.
Truck Parking Safety Improvement Act This bill authorizes appropriations through FY2026 to the Department of Transportation (DOT) to provide parking for commercial motor vehicles on the federal-aid highway system. DOT must provide competitive grants to states, metropolitan planning organizations, local governments, and tribal governments for projects that improve the safety of commercial motor vehicle operators and provide parking for commercial motor vehicles on federal-aid highways or on a facility with reasonable access to such a highway or a freight facility. The federal share for a project carried out in accordance with the bill shall be up to 100%.
Neutralizing Emerging Threats from Wireless OEMs Receiving direction from Kleptocracies and Surveillance states Act or the NETWORKS Act This bill requires the President to block and prohibit significant transactions and interests in property of a foreign individual or entity that (1) produces fifth- or future-generation telecommunications technology; and (2) engages in economic or industrial espionage, or other related illicit activities, involving trade secrets or proprietary information owned by a U.S. individual or entity.
Free Veterans from Fees Act This bill waives the application fee for any application for any special use permit the sole purpose of which is to hold a veterans' special event at a war memorial on land administered by the National Park Service in the District of Columbia and its environs.
Agriculture Foreign Investment Transparency Act This bill revises reporting requirements related to acquisitions or transfers of certain agricultural land interests by foreign persons. Specifically, the bill (1) requires the Department of Agriculture to make all reports required under the Agricultural Foreign Investment Disclosure Act of 1978 (AFIDA) publicly available on its website, and (2) expands the material required to be reported under the AFIDA to include security interests and land leases of any period.
This concurrent resolution commends the bravery, courage, and resolve of the women and men of Iran who are (1) participating in the current protests to defend their fundamental human rights, and (2) risking their safety to speak out against the human rights abuses committed by the Iranian regime. The resolution condemns (1) the brutal beating and death of Mahsa Amini; and (2) the violent suppression by the Iranian regime of women and men participating in the current demonstrations, including children, and calls for transparent accountability for all killings of protesters by Iranian security forces. Finally, the resolution encourages continued efforts by the Biden Administration to respond to the protests, including the recent sanctioning of the Iranian morality police.
This resolution reiterates its strongest condemnation of the 1992 attack on the Israeli Embassy in Argentina and the 1994 attack on the Argentine Israelite Mutual Association (AMIA) Jewish Community Center in Buenos Aires. The resolution also honors the victims of the 1992 bombing of the Israeli Embassy in Argentina and the 1994 AMIA bombing, and expresses its sympathy to the relatives of the victims, who are still waiting for justice. Finally, the resolution underscores the concern of the United States regarding the continuing, decades-long delay in resolving the 1992 and 1994 terrorist attacks in Argentina, and urges the President of the United States to offer technical assistance to the Argentinian government to support the ongoing investigations.
