Hemp and Hemp-Derived CBD Consumer Protection and Market Stabilization Act of 2021 This bill allows the use of hemp, cannabidiol (i.e., CBD) derived from hemp, or any other ingredient derived from hemp in a dietary supplement, provided that the supplement meets other applicable requirements. (Currently, the Food and Drug Administration's position is that CBD products may not be sold as dietary supplements.)
This resolution calls on the President to take executive action to cancel up to $50,000 in federal student loan debt for borrowers. Further, it encourages the President to (1) ensure that borrowers have no tax liability from the debt cancellation, (2) ensure that the debt cancellation helps close racial wealth gaps, and (3) pause student loan payments and interest accumulation on federal student loans for the duration of the COVID-19 (i.e., coronavirus disease 2019) pandemic.
This resolution removes Representative Marjorie Taylor Greene from the House Committee on the Budget and the House Committee on Education and Labor.
This resolution supports the naming of new or undedicated Department of Veterans Affairs facilities after women veterans and minority veterans to reflect the diversity of all who have served in the Armed Forces.
This bill provides funds for assistance to homeowners to prevent mortgage defaults, foreclosures, and displacements of individuals and families experiencing financial hardship after January 21, 2020. The Department of the Treasury must disburse the funds to state housing finance agencies, territories, and Indian tribes for the provision of such assistance.
Invest in Child Safety Act This bill modifies the federal framework governing the prevention of online sexual exploitation of children. The bill establishes within the Executive Office of the President a new office—the Office to Enforce and Protect Against Child Sexual Exploitation—to coordinate federal efforts to prevent, investigate, prosecute, and treat victims of child exploitation. Additionally, it establishes the Child Sexual Exploitation Treatment, Support, and Prevention Fund to make grants and fund federal efforts to treat and support victims of child sexual exploitation and evidence-based programs and services to prevent child sexual exploitation. Finally, the bill makes changes to the reporting requirements for electronic communication service providers and remote computing service providers (providers) who report apparent instances of crimes involving the sexual exploitation of children. Among the changes, the bill requires providers to report facts and circumstances sufficient to identify and locate each involved individual and increases the amount of time that providers must preserve the contents of a report.
Emergency Family Stabilization Act This bill establishes a competitive grant program within the Administration for Children and Families (ACF) for family stabilization agencies to provide emergency relief to children, youth, and families experiencing homelessness. These agencies include current ACF grantees or subgrantees, Indian tribes, tribal organizations, Native Hawaiian organizations, and other organizations with expertise providing direct services to those experiencing homelessness. Recipients may use grant funds for, among other purposes, personnel costs, personal protective equipment, and other supplies to mitigate the spread of COVID-19 (i.e., coronavirus disease 2019), as well as payments for security deposits and other housing-related needs. Additionally, the ACF must award the grants based on factors including the need for the services in the area served by the agency and specified allocation and prioritization requirements.
Southern Border Communities Reimbursement Act of 2021 This bill authorizes reimbursement to jurisdictions and organizations for the costs of providing humanitarian relief to aliens, including the cost of emergency preparedness activities. The reimbursement authorized under this bill shall be for FY2021-FY2023 and shall be distributed by the Emergency Food and Shelter Program National Board.
Real Economic Support That Acknowledges Unique Restaurant Assistance Needed To Survive Act of 2021 or the RESTAURANTS Act of 2021 This bill temporarily establishes and provides funding for the Restaurant Revitalization Fund, from which the Department of the Treasury shall make grants to eligible food and beverage purveyors to cover specified costs such as payroll, operational expenses, and paid sick leave. For the grant program's initial period, Treasury must (1) prioritize awarding grants to marginalized and underrepresented communities, and (2) only award grants to eligible food and beverage purveyors with annual revenues of less than $1.5 million in 2019. For tax purposes, grant amounts are excluded from the recipient's gross income. An entity that received a loan under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019) may not apply for or use a restaurant revitalization grant for the same expenses for which the entity received the paycheck protection loan. Further, a grant applicant may request an additional amount to cover the cost of providing 10 days of paid sick leave to its employees. Treasury must report a list of grant recipients with the amount each recipient received, as well as demographics and other specified information.
United States-Israel PTSD Collaborative Research Act This bill establishes a grant program for collaborative efforts between the United States and Israel to advance research on post-traumatic stress disorders. The Department of Defense, in coordination with the Department of Veterans Affairs and the Department of State, shall award grants to eligible academic institutions or nonprofit entities in the United States. Work shall be conducted by the eligible entity and an entity in Israel under a joint research agreement.
Tax Identity Protection Act This bill directs the Internal Revenue Service to report on the Taxpayer Identification Number Perfection Program, including an explanation of the extent to which program information could be used to identify individuals receiving wages without work authorization.
Expanding Student Access to Mental Health Services Act This bill authorizes state and local educational agencies to use Student Support and Academic Enrichment grants to improve mental health services available to students. Specifically, it allows funds to be used for identifying and disseminating best practices for mental health first aid, emergency planning, coordination of services, and telehealth services.
