HR 2349: ACRE Act

Agriculture Civil Rights and Equality Act or the ACRE Act This bill prohibits the Department of Agriculture (USDA) from discriminating or providing preferential treatment to any person or group on the basis of race, color, national origin, or sex. The prohibitions also apply to the administration of USDA programs, including programs administered by states, territories, private entities, and institutions of higher education that utilize USDA funds. Any person who is aggrieved by conduct prohibited under the bill may commence a civil action in the appropriate U.S. district court to obtain relief.

HR 2351: 911 SAVES Act

Supporting Accurate Views of Emergency Services Act of 2021 or the 911 SAVES Act This bill requires the Office of Management and Budget, by 30 days after the bill's enactment, to categorize public safety telecommunicators as a protective service occupation under the Standard Occupational Classification System.

HR 2339: Military Hunger Prevention Act

Military Hunger Prevention Act This bill requires the Department of Defense (DOD) to pay a basic needs allowance to certain low-income members of the Armed Forces. Specifically, those eligible for the basic needs allowance are members who (1) have completed initial entry training, (2) have a gross household income that did not exceed an amount equal to 130% of the federal poverty guidelines of the Department of Health and Human Services (HHS), and (3) do not elect to decline the allowance. In situations where a household contains two or more eligible members, the bill specifies that only one allowance may be paid per year to one member they jointly elect. The amount of the allowance must be the aggregate amount equal to 130% of the HHS federal poverty guidelines minus the gross household income of the covered member during the preceding year divided by 12. The Defense Finance and Accounting Service (DFAS) of DOD must notify, in writing, individuals determined to be eligible for the allowance. The notice must include information regarding financial management and assistance programs administered by DOD for which the individuals are also eligible. Individuals who seek to receive the allowance must submit specified information to DFAS.

HR 1799: PPP Extension Act of 2021

PPP Extension Act of 2021 This bill extends the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), through June 30, 2021. Currently, the program is set to expire on March 31, 2021. For the final 30 days of the program (i.e., from June 1 until June 30), the Small Business Administration may only process applications submitted prior to June 1, and it may not accept any new loan applications. The bill excludes the budgetary effects of this bill from PAYGO scorecards under the Statutory Pay-As-You-Go Act of 2010 and from Senate PAYGO scorecards.

HR 2281: Dust Off Crews of the Vietnam War Congressional Gold Medal Act

Dust Off Crews of the Vietnam War Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the presentation of a Congressional Gold Medal in honor of the Dust Off crews (helicopter air ambulance crews) of the Vietnam War in recognition of their heroic military service.

HR 2245: NEW PROMISE Act

National Energy Workforce and Providing Recovery Opportunities to Manage the Industry’s Shifting Economics Act or the NEW PROMISE Act This bill assists economically distressed communities and workers impacted from the closure of certain electric generation stations transition to changes in their local economies and job-market, including by establishing a Covered Electric Generating Station Cessation Mitigation Fund, a White House Council on Energy Transitions, Regional Transition Advisory Committees, a workforce pilot program, and related requirements. The bill establishes the fund for payments to economically distressed communities to mitigate the impact from the loss of certain net revenues due to such closures. Additionally, the bill establishes the council to publish a Coal Community Resource Clearinghouse of financial resources for such communities. The council must also assess and publish data on the economic and societal impacts of closures, occurring on or after January 1, 2010, of such stations on existing and potentially economically distressed communities. The council must assist such communities facilitate the establishment of a Regional Transition Advisory Committee upon request. Furthermore, the council must assist such committees in developing, implementing, assessing, and evaluating, economic development transition plans. In consultation with the council, the Department of Labor must establish a 10-year pilot program to assist dislocated workers in economically distressed communities.

HR 2216: Jeanette Acosta Invest in Women’s Health Act of 2021

Jeanette Acosta Invest in Women's Health Act of 2021 This bill directs the Department of Health and Human Services to establish a series of programs to increase access to cancer screenings for women. These programs include demonstration projects to train certain health care providers to screen for breast and cervical cancer, and increase co-testing of human papillomavirus (HPV) and cervical cancer among populations that have disproportionate rates of cervical cancer.

HR 2228: Rural Behavioral Health Access Act of 2021

Rural Behavioral Health Access Act of 2021 This bill allows for Medicare payment of outpatient critical access hospital (CAH) services consisting of telehealth behavioral therapy, including (1) audio-only services, if an individual does not have access to technology with both audio and visual capabilities; and (2) services provided to an individual who has not received in-person care at the CAH, if there is a plan of care that includes an in-person visit not later than one year after telehealth services are provided.

HR 2202: Fracturing Responsibility and Awareness of Chemicals Act of 2021

Fracturing Responsibility and Awareness of Chemicals Act of 2021 This bill revises drinking water requirements concerning hydraulic fracturing (fracking) operations. Hydraulic fracturing, or fracking, is a process to extract underground resources such as oil or gas from a geologic formation by injecting water, a propping agent (e.g., sand), and chemical additives into a well under enough pressure to fracture the geologic formation. The bill gives the Environmental Protection Agency (EPA) the authority to protect groundwater sources (e.g., wells) from certain pollution risks posed by fracking operations. The bill also establishes requirements for disclosing the chemicals intended for use in fracking operations as well as the chemicals actually used in the operations. If the proprietary chemical formulas of chemicals used in fracking operations are necessary for treatment in medical emergencies, then the operations must disclose the formulas or the specific chemical identities of trade secret chemicals to the state, the EPA, or the treating physicians or nurses upon request, regardless of whether written statements of need or confidentiality agreements have been provided.

HR 2229: Baby Food Safety Act of 2021

Baby Food Safety Act of 2021 This bill imposes certain safety requirements on infant and toddler food. The bill establishes maximum levels of certain toxic elements (cadmium, and lead, mercury, and inorganic arsenic) allowable in infant and toddler food, defined as food intended to be sold for children up to 36 months old. The Food and Drug Administration (FDA) shall periodically review and, if necessary, further lower these levels. The FDA may also establish limits on other toxic elements upon review of relevant health and dietary data. Furthermore, facilities that manufacture, process, pack, or hold infant and toddler food must have certain controls and plans to ensure that their food complies with the limits on toxic elements established by this bill. Such facilities shall also make publicly available certain information, including results from tests for toxic elements in their infant and toddler foods. The bill also expands the FDA's authority to require a recall of adulterated or misbranded food to include infant and toddler food that exceeds limits on toxic elements. The Centers for Disease Control shall carry out a public awareness campaign about the risks of toxic elements in infant and toddler food. The FDA shall commission research on agricultural methods that minimize levels of toxic heavy metals in crops.
