S 2295: PAST Act of 2021

Prevent All Soring Tactics Act of 2021 or the PAST Act of 2021 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.

S 2242: Therapeutic Fraud Prevention Act of 2021

Therapeutic Fraud Prevention Act of 20 21 This bill prohibits commercial conversion therapy, which is a practice or treatment designed to change a person's sexual orientation or gender identity or otherwise change behaviors, thoughts, or expressions related to gender or sexual attraction. This prohibition does not apply to treatment that assists an individual undergoing a gender transition or facilitates identity exploration and development.

Know Your Social Security Act This bill requires the Social Security Administration to provide Social Security account statements by mail to each individual who is 25 or older and who is eligible for, but not currently receiving, Social Security retirement benefits. S 2223: Community Wood Facilities Assistance Act of 2021

Community Wood Facilities Assistance Act of 2021 This bill makes changes to grant programs administered by the Forest Service to promote wood products. Specifically, the bill reauthorizes through FY2026 and modifies a program that supports capital costs for installing community wood energy systems and building innovative wood products facilities, including by increasing the maximum grant amount per facility. The bill also modifies a program that provides grants to develop and expand the market for innovative wood products. Specifically, the bill (1) modifies the grant priorities, and (2) increases the portion of a project's cost that may be covered by such a grant.

S 2273: Keep the Watchdogs Running Act

Keep the Watchdogs Running Act This bill authorizes a federal office of inspector general (OIG) to continue performing its duties during a lapse in appropriations (i.e., government shutdown). During a lapse in appropriations, the OIG may obligate funds (1) at the rate of operations and under the terms and conditions provided in the most recently enacted appropriations act, and (2) to perform its duties with respect to any program that continues during the lapse in appropriations.

S 2244: PREP Act of 2021

Preparing and Retaining Education Professionals Act of 2021 or the PREP Act of 2021 This bill reauthorizes and revises certain grant programs to address shortages of teachers and school leaders (e.g., principals) in elementary and secondary schools, including shortages in rural areas and related to specific positions (e.g., special education and English language instruction). First, the bill makes permanent and otherwise revises the Teacher Quality Partnership program (which provides grants to improve the quality of teachers and enhance professional development activities). In particular, the bill revises the program to (1) expand the purpose of grants to include the recruitment of well-prepared individuals, including individuals from underrepresented populations, into the teacher and school leadership force; (2) include training and professional development opportunities for school leaders; and (3) establish a grant program to address workforce shortages or increase workforce diversity. Next, the bill makes permanent and otherwise revises the Augustus F. Hawkins Centers of Excellence program (which provides grants to establish teacher preparation programs at minority-serving institutions). Further, the bill allows grants to be used for school leader preparation programs. Additionally, the bill aligns activities within teacher preparation programs at predominantly Black institutions, Native American-serving institutions, and other minority-serving institutions with certain changes made to the Teacher Quality Partnership program. The bill permanently reauthorizes the Minority Science and Engineering Improvement program (which provides grants to improve science and engineering education at predominantly minority institutions).

Under the program, the Environmental Protection Agency and other specified agencies must reconnect urban communities, particularly urban communities that are overburdened or economically distressed, with their waterways by improving coordination among federal agencies.

S 1251: Growing Climate Solutions Act of 2021

Growing Climate Solutions Act of 2021 This bill authorizes the Department of Agriculture (USDA) to establish a voluntary Greenhouse Gas Technical Assistance Provider and Third-Party Verifier Certification Program to help reduce entry barriers into voluntary environmental credit markets for farmers, ranchers, and private forest landowners. A voluntary environmental credit market is a market through which agriculture and forestry credits may be bought or sold. Entities eligible to participate in the program are (1) providers of technical assistance to farmers, ranchers, or private forest landowners in carrying out sustainable land use management practices that prevent, reduce, or mitigate greenhouse gas emissions, or sequester carbon; or (2) third-party verifiers that conduct the verification of the processes described in the protocols for voluntary environmental credit markets. Among other requirements, USDA must publish (1) a list of protocols and qualifications for eligible entities; (2) information describing how entities may self-certify under the program; (3) information describing how entities may obtain the expertise to meet the protocols and qualifications; and (4) instructions and suggestions to assist farmers, ranchers, and private forest landowners in facilitating the development of agriculture or forestry credits and accessing voluntary environmental credit markets. USDA must also establish an advisory council to make recommendations regarding the list of protocols and qualifications, best practices, and voluntary environmental credit markets. The bill also rescinds certain funds provided in the American Rescue Plan Act of 2021 and makes the funds available for the certification program.
