Jack Reynolds Memory MediGap Expansion This bill expands guaranteed issue rights with respect to Medigap policies (Medicare supplemental health insurance policies) to all beneficiaries with end-stage renal disease. (Guaranteed issue rights require that a policy be offered to any eligible applicant without regard to health status.)

HR 1722: Puerto Rico Health Care Fairness, Accountability, and Beneficiary Access Act of 2021

Puerto Rico Health Care Fairness, Accountability, and Beneficiary Access Act of 2021 This bill alters certain funding and payment mechanisms, and establishes several requirements, for Puerto Rico's Medicaid program. Among other changes, the bill increases the federal matching rate, also known as the Federal Medical Assistance Percentage (FMAP), from 55% to 83% through FY2031; beginning in FY2032, the FMAP must be calculated in the same manner as for states (i.e., based on per capita income). Puerto Rico must also expand its Medicaid program to include certain items, services, and populations that states are already required to cover; failure to do so results in a reduction of the applicable FMAP. Additionally, beginning in FY2027, the bill excludes Puerto Rico from a Medicaid funding cap that currently applies to U.S. territories.

HRES 150: Expressing support for the designation of February 20 to February 27, 2021, as "National FFA Week", recognizing the important role of the National FFA (FFA) Organization in developing the next generation of leaders who will change the world, and celebrating 50 years of National FFA Alumni and Supporters.

This resolution supports the designation of a National FFA Week. It also (1) recognizes the important role of the National FFA Organization (Future Farmers of America) in developing the next generation of leaders who will change the world, and (2) celebrates 50 years of National FFA alumni and supporters.

S 644: Rural Hospital Closure Relief Act of 2021

Rural Hospital Closure Relief Act of 2021 This bill allows additional hospitals to qualify as critical access hospitals (CAHs) that receive special payment under Medicare. Currently, in order to qualify as a CAH under Medicare, a hospital must either (1) be located more than 35 miles (or 15 miles in mountainous regions or areas with only secondary roads) from another hospital, or (2) have been certified prior to January 1, 2006, by the state as a necessary provider of services in the area. The bill allows a hospital to also qualify if the hospital is a small, rural hospital that (1) serves a health professional shortage area, or a high number of low-income individuals or Medicare or Medicaid beneficiaries; (2) has experienced financial losses for two consecutive years; and (3) attests to having a strategic plan to address financial solvency. In addition, the Center for Medicare and Medicaid Innovation must test a new delivery and payment model for rural hospitals that promotes financially sustainable access to care and must establish a corresponding transition process for CAHs.

S 638: Promoting Infrastructure by Protecting Our Subcontractors and Taxpayers Act

Promoting Infrastructure by Protecting Our Subcontractors and Taxpayers Act This bill revises the transportation infrastructure finance and innovation program to require the Department of Transportation (DOT) to ensure that the design and construction of a project carried out under the program must have appropriate payment and performance security, regardless of whether the obligor is a state, local government, agency or instrumentality of a state or local government, public authority, or private party. DOT may accept such payment and performance security requirements if it makes a written determination that the federal interest is adequately protected.

S 634: Girls LEAD Act

Girls' Leadership, Engagement, Agency, and Development Act of 2021 or the Girls LEAD Act This bill directs the Department of State and the U.S. Agency for International Development (USAID) to jointly report to Congress a strategy to strengthen the participation of adolescents, particularly girls, in democracy, human rights, and governance. The State Department and the USAID shall (1) implement activities to achieve this goal, including activities to increase adolescent girls' civic and political knowledge and skills and address barriers to political participation; and (2) prioritize foreign assistance funding for democracy, human rights, and governance programs toward achieving the goals in this bill.

Moving and Fostering Innovation to Revolutionize Smarter Transportation Act or the Moving FIRST Act This bill authorizes through FY2026 the Department of Transportation to award Strengthening Mobility and Revolutionizing Transportation grants to communities of varying sizes to promote technological innovation (e.g., autonomous vehicles, electric vehicles, and roadway electrification) in transportation systems.

HR 1694: Stop Militarizing Law Enforcement Act

Stop Militarizing Law Enforcement Act This bill restricts the Department of Defense (DOD) from transferring certain surplus military property to federal, state, or local law enforcement agencies. Specifically, DOD may not transfer to such agencies specified property such as controlled firearms, ammunition, grenade launchers, explosives, certain vehicles or trucks, armored or weaponized drones, certain controlled aircraft, silencers, or long-range acoustic devices. DOD may waive this limitation and transfer certain vehicles or trucks if DOD determines that the transfer is necessary for disaster or rescue purposes or for another purpose where life and public safety are at risk. As a condition for a transfer of allowable property, DOD must require the federal or state agency that receives the property to return the property if the agency is investigated by the Department of Justice for civil liberties violations or is otherwise found to have engaged in widespread abuses of civil liberties. DOD must also periodically submit certain transfer-related information and certifications to Congress. Furthermore, as a condition for transfer, the recipient must receive the approval of its local governing body, provide specified notice to the local community, and submit specified information and certifications to DOD. A federal or state agency that receives controlled property under such a transfer may never take ownership of the property. The bill also eliminates the requirement for DOD to give preference to transfers of property that will be used in counter-drug, counterterrorism, disaster-related emergency preparedness, or border security activities.
