Supermarket Tax Credit for Underserved Areas Act This bill expands the tax credits that are available for the establishment of supermarkets in underserved areas. The bill includes provisions that (1) increase the rate of the rehabilitation tax credit for a supermarket building placed in service after December 31, 2021, and before January 1, 2025, in an underserved area; (2) increase by $1,000 the limit on wages eligible for the work opportunity tax credit for employees of a new underserved area supermarket; and (3) allow a business-related tax credit for 15% of the gross receipts from the retail sale of fresh fruits and vegetables in a new underserved area supermarket.
Eleanor Smith Inclusive Home Design Act of 2021 This bill requires certain newly constructed, federally assisted housing, including single-family homes and town houses, to contain at least one level that complies with specified minimum standards of accessibility for individuals with disabilities. An aggrieved person may commence a civil action with respect to a violation of this requirement.
Certainty for General Aviation Pilots Act of 2021 This bill deems that individuals who provide flight instruction or testing (including phased testing of experimental aircraft) are not operating an aircraft carrying persons or property for hire. Under current law, individuals must generally obtain a regulatory exemption or other authority to deviate from regulatory requirements to provide compensated flight training or testing.
Extending Tribal Broadband Priority Act of 2021 This bill requires the Federal Communications Commission (FCC) to, within 30 days, establish a new tribal priority window for the 2.5 gigahertz band, through which tribes in rural areas may apply for unassigned spectrum. The new window is subject to the same terms and conditions as the tribal priority window that was adopted by the FCC on July 10, 2019, and that closed on September 2, 2020.
Close the Medigap Act of 2021 This bill (1) expands guaranteed issue rights with respect to Medigap policies (Medicare supplemental health insurance policies), (2) eliminates certain limitations on Medigap policies for newly eligible Medicare beneficiaries, and (3) modifies other provisions related to Medigap policies. (Guaranteed issue rights require that a policy be offered to any eligible applicant without regard to health status.)
Securing Universal Communications Connectivity to Ensure Students Succeed Act or the SUCCESS Act This bill provides additional funding for the Emergency Connectivity Fund, which supports remote learning during the COVID-19 emergency period by covering reasonable costs of laptop and tablet computers, Wi-Fi hotspots, modems, routers, and broadband connectivity purchases for off-campus use by students, school staff, and library patrons.
This resolution supports the designation of Gold Star Children's Day to honor the sacrifices and hardships of the children of fallen service members.
Local Journalism Sustainability Act This bill allows individual taxpayers a tax credit up to $250 in any taxable year for subscriptions to one or more local newspapers for the taxpayer's personal use. It also allows a local news journalist employer a payroll credit for wages paid to local news journalists. The bill allows certain small businesses a tax credit for amounts paid for advertising in a local newspaper or through a broadcast of a radio or television station serving a local community.
School Milk Nutrition Act of 20 21 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture. The bill permits schools participating in the program to offer students low-fat flavored milk.
Water Conservation Rebate Tax Parity Act This bill expands the tax exclusions for energy conservation subsidies to include subsidies provided (directly or indirectly) (1) by a public utility for the purchase or installation of any water conservation or efficiency measure; (2) by a storm water management provider for the purchase or installation of any storm water management measure; or (3) by a state or local government to a resident of such state or locality for the purchase or installation of any wastewater management measure, but only if such measure concerns the taxpayer's principal residence.
This bill repeals the limitation on the amount of distilled spirits excise tax covered over (paid) to the treasuries of the U.S. Virgin Islands and the Commonwealth of Puerto Rico. The bill requires certain amounts of the excise tax paid to the treasury of Puerto Rico to be transferred to the Puerto Rico Conservation Trust Fund.
Restoring Military Focus Act This bill eliminates the position of Chief Diversity Officer within the Department of Defense (DOD), as well as the position of Senior Advisor for Diversity and Inclusion within the military departments. Additionally, the bill prohibits the use of federal funds to establish similar positions to that of Chief Diversity Officer or Senior Advisor for Diversity and Inclusion within DOD.
