Justice for the Living Victims of Lockerbie Act This bill establishes a mechanism for compensating certain victims of the bombing of Pan American Flight 103 over Lockerbie, Scotland, on December 21, 1988. Specifically, the Department of the Treasury must establish a fund to compensate qualifying victims of the bombing (generally, former employees of Pan American who were part of an earlier lawsuit seeking compensation from Libya for the bombing). The Foreign Claims Settlement Commission must establish a process for claimants to apply for compensation from the fund.
Supply Chain Disruptions Relief Act This bill modifies the treatment of liquidations of new motor vehicle inventory as qualified LIFO (last in first out accounting method) inventory. It allows new motor vehicle dealers to elect to wait until the end of 2025 to replace their inventory for purposes of determining income attributable to the sale of such inventory during 2020 and 2021.
This resolution designates October 30, 2022, as a national day of remembrance for the workers of the nuclear weapons program, including uranium miners, millers, and haulers, plutonium processors, and on-site participants at atmospheric nuclear weapons tests.

This resolution affirms that there is well-established authority for the Food and Drug Administration to approve, license, and otherwise regulate reproductive health products under the Federal Food, Drug, and Cosmetic Act and the Public Health Service Act. The resolution also affirms that (1) such federal laws preempt (i.e., supersede conflicting state or local laws) any state or local laws that prohibit or limit access to or use of any reproductive health product, and (2) the Department of Justice has authority to enforce the preemptive effect of such federal laws by suing any state or political subdivision of a state that prohibits or limits access to or use of any reproductive health product.
Project Safe Neighborhoods Reauthorization Act of 2022 This bill reauthorizes through FY2026 the Project Safe Neighborhoods Block Grant Program within the Department of Justice. The bill also allows funds under the program to be used for hiring crime analysts to assist with violent crime reduction efforts; the cost of overtime for law enforcement officers, prosecutors, and law enforcement assistants who assist with the program; purchasing, implementing, and using technology to assist with violent crime reduction efforts; and supporting multijurisdictional task forces.
Saving Money and Accelerating Repairs Through Leasing Act or the SMART Leasing Act This bill authorizes the General Services Administration (GSA) to establish a pilot program that allows federal agencies to lease underutilized properties with GSA approval and to use the rent payments to help fund capital projects and facilities maintenance. The GSA may not enter into a lease under the pilot program unless it certifies that the lease will not have a negative impact on its mission or that of the applicable federal agency. The bill provides for a maximum of six leases under the program during each fiscal year, with a term of up to 15 years.
Puerto Rico Status Act This bill provides for a plebiscite to be held on November 5, 2023, to resolve Puerto Rico's political status. Specifically, such plebiscite shall offer eligible voters a choice of independence, sovereignty in free association with the United States, or statehood. The Puerto Rico State Elections Commission shall carry out a nonpartisan voter education campaign through traditional paid media and make available at all voting locations voter education materials related to the plebiscites, and invite national and international election observers to ensure transparency and confidence in the electoral process. All voter educational materials and ballots used to carry out this bill shall be made available in English and Spanish. The bill sets forth transition and implementation provisions for each choice offered in the plebiscite.
VA Employee Fairness Act of 2021 This bill repeals provisions excluding any matter or question concerning professional conduct or competence; peer review; or the establishment, determination, or adjustment of employee compensation from the applicability of collective bargaining rights for Veterans Health Administration employees.

This bill reauthorizes the Environmental Dispute Resolution Fund and the Morris K. Udall and Stewart L. Udall Trust Fund through FY2029. The trust fund is administered by the Morris K. Udall and Stewart L. Udall Foundation, which is an independent executive branch agency with a mission to provide programs to promote leadership, education, collaboration, and conflict resolution in the areas of environment, public lands, and natural resources. The bill also requires an audit of the foundation within four years of the bill's enactment.
