Developing Responsible Individuals for a Vibrant Economy Act or the DRIVE-SAFE Act This bill directs the Department of Transportation to promulgate regulations to implement an apprenticeship program for licensed commercial motor vehicle drivers under the age of 21. Under the program, an apprentice must complete two probationary periods that total 400 hours of on-duty time, of which at least 240 hours must be driving time in a commercial motor vehicle. Additionally, the apprentice must be accompanied in the cab of the commercial motor vehicle by an experienced driver. Further, the bill requires all commercial motor vehicles used in the program for training to be equipped with safety technology such as active braking collision mitigation systems and video event capturing systems. An employer shall not knowingly allow, require, permit, or authorize a driver under the age of 21 to operate a commercial motor vehicle unless the driver is participating in, or has completed, an apprenticeship program that meets the requirements set forth in this bill.
This resolution condemns the Chinese Coast Guard's military aggression against foreign vessels and the government of China's unlawful claims to the South China Sea. It also applauds the U.S. Navy and the U.S. Coast Guard for their continued efforts to conduct freedom of navigation operations.
Connecting America's Active Transportation System Act This bill directs the Department of Transportation (DOT) to carry out an active transportation investment program to provide competitive grants to state, local, and regional government entities, and Indian tribes to construct projects that connect walking and bicycling infrastructure within and between communities, metropolitan regions, or states. The bill sets forth various limitations on the use of funds by DOT, including that it must obligate at least 30% of funds to projects that connect people with public transportation, businesses, workplaces, schools, residences, recreation areas, and other community activity centers; set aside at least $3 million to provide planning grants for eligible entities; and set aside at least $2 million to cover the costs of administration, research, technical assistance, communications, and training activities under the program. The federal share of grants must not exceed 80% of the total project cost. However, DOT may increase the federal share to 100% for disadvantaged communities with a poverty rate of over 40%.
Renew America’s Schools Act of 2021 This bill establishes a program under which the Department of Energy must award grants for energy improvements (e.g., renovations to install energy efficiency or renewable energy technologies, repairs to improve indoor air quality, or purchases of zero-emission vehicles) at public school facilities.
NICS Denial Notification Act of 2021 This bill requires the Department of Justice to notify state and local law enforcement authorities following a firearms-related background check that results in a denial.
Strengthening Trade, Regional Alliances, Technology, and Economic and Geopolitical Initiatives concerning China Act or the STRATEGIC Act This bill contains provisions addressing China and foreign relations generally. The provisions include directing the Department of State to establish a program to facilitate dialogues between U.S. regulatory and technical agencies and their counterparts in partner countries to promote U.S. regulatory standards; authorizing the State Department to help U.S. companies address China-related supply chain management issues, including by relocating production to other countries; directing the President to establish an interagency working group to strengthen U.S. leadership in international standards-setting bodies for mobile telecommunications technology, including fifth generation (5G) technology; requiring the President to establish a process for a U.S. person to petition for sanctions against a foreign person involved in a significant act of intellectual property theft or the forced transfer of technology; prohibiting any individual who has directly represented the government of a country designated by the President as a country of national security concern from serving in a State Department position that requires Senate confirmation; directing the State Department to establish the Office of Integrity in the United Nations System to counter undue influence by authoritarian nations in the United Nations; and authorizing through FY2026 various State Department programs in Southeast Asia related to maritime security and diplomatic outreach activities.
Coin Metal Modification Authorization and Cost Savings Act of 2021 This bill authorizes the United States Mint to modify the metallic composition of circulating coins (including by prescribing reasonable manufacturing tolerances with respect to those coins) if a study and analysis conducted by the Mint indicates that the modification will reduce costs incurred by the taxpayers; be seamless, which shall be determined by verifying that the coins will work interchangeably in most coin acceptors using electromagnetic signature technology; and have as minimal an adverse impact as possible on the public and stakeholders. The Mint must notify Congress before making the modification and provide a justification for the modification.
Tele-Mental Health Improvement Act This bill requires private health insurance plans that cover in-person mental health or substance use disorder services to cover such services on equal terms via telehealth (i.e., information technology used to aid treatment and diagnosis at a physical distance) during and shortly after the COVID-19 (i.e., coronavirus disease 2019) public health emergency. Specifically, this bill requires plans to, among other things, cover these services at the same rate as in-person services, exclude charges for facility fees, and provide information about how to access these services. Additionally, providers of these services may not charge facility fees to plan enrollees.
Fair Access to Banking Act This bill restricts certain banks, credit unions, and payment card networks from refusing to do business with a person who is in compliance with the law. Restrictions include prohibiting the use of certain lending programs, initiating the process of terminating an institution's depository insurance, and instituting specified civil penalties.
TRICARE Select Restoration Act This bill eliminates the TRICARE Select annual enrollment fee for beneficiaries who retired from the uniformed services before January 1, 2018.
Girls' Leadership, Engagement, Agency, and Development Act of 2021 or the Girls LEAD Act This bill directs the Department of State and the U.S. Agency for International Development (USAID) to jointly report to Congress a strategy to strengthen the participation of adolescents, particularly girls, in democracy, human rights, and governance. The State Department and the USAID shall (1) implement activities to achieve this goal, including activities to increase adolescent girls' civic and political knowledge and skills and address barriers to political participation; and (2) prioritize foreign assistance funding for democracy, human rights, and governance programs toward achieving the goals in this bill.
TRICARE Reserve Select Improvement Act This bill expands TRICARE Reserve Select eligibility to include members of the Selected Reserve who are enrolled or eligible to enroll in the Federal Employees Health Benefits Program.
